Workshop on taxation

SEPPA, Feb 7: A one-day workshop on taxation with the objective of clarifying taxation policies and streamlining revenue generation was held at Kameng Hall here today.

The workshop chaired by Takam Nicholas, CO and in-charge Superintendent (Tax and Excise) focused on tax deduction at source (TDS) in supply and contract works awarded by various departments and underlined the necessity of correct practices. Particular emphasis was laid on the registration of departments through Tax Deduction Account Number (TAN), award of work only to firms registered under Arunachal Pradesh Goods Tax Act (APGT), levying correct tax based on nature of work/item of supply and efficient reporting system.

Discussions among the participants yielded insights on various rules and practices to be followed and raised expectations of improved revenue generation in the district.  The workshop was attended by over 30 HoDs and finance and account officers of the district. DIPRO

 

APPDSU demands eviction drive against DRF encroachers

ITANAGAR, Feb 7: The All Papum Pare District Students Union (APPDSU) has called on the department of Environment and Forest to immediately issue an official direction to the DFO, Banderdewa to urgently carry out eviction drive against the illegal encroachment done by the public over the forest land under the Durpang Reserved Forest (DRF) which adjoins the NH-52 A from Banderdewa Police Entry Check Post to Itanagar.

In a letter written to PCCF, the union said, “The successive DFO, Banderdewa has become a mere spectator to the illegal occupation done by the public over the reserved forest land & felling of trees along the said NH-52 A which falls under the DRF. If such attitude of the officer concern remains the same than it will further encourage the public to resort to carry all sorts of illegal activities and occupation of reserved forest land.”

Further APPDSU has given seven days ultimatum to department to issue official direction to the concern DFO to immediately initiate action against the encroachers and book them under the appropriate law/forest act or the union will be compelled to initiate further course of action.

 

NWS condemns attack on officer

ITANAGAR, Feb 7: The Nino Welfare Society (NWS) has condemned the attack on Govt officer at Pasighat recently. While endorsing the  demand of the East Siang District Unit of Arunachal Pradesh Civil Officers Association for exemplary punishment to the accused, the  NWS said that crime committed by the accused  should not be treated lightly as recurrence of such incidents would lower the morale of government officials/staff serving in East Siang and the state as a whole.  

 

Ensure zero shade in vehicles: DC

PASIGHAT, Feb 7: East Siang Deputy Commissioner RK Mishra ordered DTO and Pasighat police to ensure zero shade in vehicles issuing a directive to check the tinted films and glasses that hinder the vision.

Intensifying its drive against tinted films in vehicles, the district administration with help of police removed tints on car windows from more than 200 vehicles today.  

The drive also targets illegal parking and other traffic offences like riding two wheelers without helmets, people flouting signals and breaking other traffic rules.

“We have targeted vehicles parked in no-parking zone that chokes the town road network and results in frequent traffic jams,” said DTO Chakpa Wangsu. DIPRO

 

RGU post-graduate results out

ITANAGAR, Feb 7: Rajiv Gandhi University (RGU) has announced the results of Semester Examination 2012 of Postgraduate courses in Commerce (I&III), MBA (I&III), Physics (I&III), Zoology (I&III) and PGDHMT  (I). The results can be seen at respective departments and university website (www. rgu.ac.in), according to RGU notification.

 

KVK team inspects Pea and Toria fields

ITANAGAR, Feb 7: A team from KVK, Basar comprising subject matter specialists in various departments and technical officer today inspected the farmers’ fields at Lipu Namchi, Ichi Chiku, Sadi and Sago villages to monitor Pea and Toria crops covered under demonstrations and FLD programmes under ATMA West Siang.

The team discussed with the farmers on different aspects of crop production and protection, importance of improved varieties other than indigenous germplasms for higher production as well as water and nutrient management in soil.

The team found the fields of Jumdo Riram and Moyum Riram quite satisfactory and encouraged them to follow the technologies transferred by the KVK for each and every crop to get higher production.

Further, the team witnessed the poultry birds (Vanaraja) provided under TSP Programme of ICAR. The farmers were satisfied with the technical support and other activities of the KVK West Siang and ICAR, Basar.

The team encouraged them to work hard by adopting the right technology to get maximum yield from their crops.

 

KYO reiterates demand

ITANAGAR, Feb 7: The Kameng Youth Organization (KYO) today reiterated its demand for immediate action against the then Executive Engineer and Assistant Engineer PWD and others under Kalaktang Division and the construction agency alleging them of misuse of fund under special plan assistance amounting Rs 300 lacs which was meant for the construction of culture centre at Chillipum in West Kameng.  In its FIR lodged with Kalaktang police station,  KYO claimed that the amount was withdrawn with false work completion reports.   ‘As per their records, the allocated works had been completed during month of March 2012, whereas the culture centre at Chillipum was completed in 2008-09  with donation contributed by public and NGO, the  KYO claimed in its release.

 

Demand for enhancement of grade pay

ITANAGAR, Feb 7: Lohit district unit of the All Arunachal Pradesh LDC/Store Keeper Association (AAPLDCSKA), in a release claimed that the Chief Minister has assured to look into the Association’s demand for enhancement of grade pay of lower division clerk/store keepers. The appeal/demand was made to the chief minister by the association during the former’s recent visit to Tezu on the occasion of Reh festival, the district unit of AAPLDCSKA informed in a release.

 

SERI team visits Gyan Mission Orphanage

ITANAGAR, Feb 7: New Delhi based School for Education and Research Innovation (SERI) team headed by its Managing Director Seydudin today visited the Gyan Mission Orphanage, Chimpu and interacted with the kids.

During the interaction, SERI officials, encouraged the students to focus on study and also advised them to be a valuable asset for society and the nation as a whole.

While donating some amount to the orphanage, the Managing Director promised the Gyan Mission Orphanage to provide every possible help from their side in future. He also had lunch with the kids.

Upper Subansiri Bar Association conference held

DAPORIJO, Feb 7: The 2nd general conference cum election of Bar Association of Uppers Subansiri Distritict was convened. Various issue pertaining to law and order and legal assistance needed for the poor people were discussed during the conference.

The Bar Association, in a memorandum to Upper Subansiri Deputy Commisioner, appealed to provide a separate room for the establishment of Bar office and library within the court building so that the poor litigants can be provided legal assistance.

In view to prevent misuse of law, the meeting appealed for filing bail application through Advocate only as per the procedure prescribed under the Cr.PC by seeking the CDs of I/Os.

The memorandum further urged for deputation of trial magistrate as many cases are lying pending in the court for want of independent trial magistrate.

All the fresh and senior advocates from Upper Subansiri district attended the conference.

 

Strictly adhere to transfer policy: NCP

ITANAGAR, Feb 7: Expressing grave concern over the frequent ‘interference of politicians’ in matter of transfer and posting of Govt employees, particularly the APCS and technical line officials Nationalist Congress Party (NCP), Arunachal Pradesh has urged the state Govt to follow the guidelines regarding transfer and posting of Govt staff for effective governance. The Govt should strictly adhere to its already laid down policy guidelines issued vide circular No PERS-35/98(Pt) Dated June 2, 1998  which was later slightly modified in  December 2008, the NCP state unit  said. While referring to the ensuing Panchayat election, the NCP state unit president Kahfa Bengia said “Govt must ensure that the concerned district heads of the department and other officials of  respective district  discharging PR related duties should be posted out of the district in order to ensure free and fair panchayat election.”

MLAs are not authorized to use red-light flasher

ITANAGAR, Feb 7: There have been numerous reports of vehicles belonging to VIP being misused in the state. Very recently a former home minister of Arunachal had alleged that VIP vehicles with red beacon are being used for transportation of underground elements. The streets of capital are filled with VIP vehicles and often these vehicles moves around with red light flasher.

On several occasion it’s being noticed that family members of VIP travels with red light flasher in violation of the laid down norms. Also if one goes by rule book, most of VIPs including MLAs, parliamentary secretaries, chairman, vice-chairman and secretaries of various government departments are not authorized to use vehicles with red light flasher. The government of Arunachal Pradesh, department of transport in a notification dated Itanagar, 14th June, 2004 passed an order clearly specifying which kind of official vehicles is permitted to use various types of lights on duty. As per notification, red light with flasher at the top front of official vehicles can be used by  Governor, Chief Minister, deputy chief minister, chief justice Guwahati high court, speaker of legislative assembly, cabinet ministers of state, governors of other states and chief ministers of other states. Red Light without flasher on the top front of the official vehicle carrying high dignitaries can be used by deputy chairman (State planning board), leader of opposition, judge of high court, deputy speaker of the legislative assembly, minister of state, deputy ministers of the state, chief secretary of the state, chief electoral officer, chairman (APPSC), divisional commissioner, deputy commissioner of district (within their respective jurisdiction), director general of police, inspector general of police, superintendent of police districts (within their respective jurisdiction), cabinet ministers of other states, speakers and deputy speakers of other states, chief secretary of other states and chairman (state human rights commission).  Red light with flasher at the top front of vehicle can also be used by police pilot/escort vehicles, police patrol vehicles, transport department inspection/enforcement vehicles, tax and excise department inspection/enforcement vehicles and forest department inspection/enforcement vehicles. The blue light with flasher on the front top of the vehicle can be used for ambulance, fire service vehicles, and vehicles carrying search and rescue teams.

However the above mentioned rule is not being followed at the time of need and most of the VIPs are using vehicles with red light flasher. Therefore majority of present VIPs are clearly violating the government rules and they can be booked under various provision of motor vehicle act for such kind of criminal act. But the big question is does our state government have gut to implement above notification in true sense?  

 

 

Nokpa appeals people not to discriminate persons with HIV

MMC on HIV  reaches Daporijo

ITANAGAR, Feb 7: Yumrin Nokpa, Generel Secretary of Arunachal Network of Positive People ArNP+ has appealed the people of the state to “hate the virus, not the person living with virus”.

Attending the Multimedia Campaign  on HIV/AIDS under the theme, “Live Another Day, Journey Against AIDS” at Daporijo as Positive Speaker, Nokpa  today said that there should not be any discrimination against the  person with HIV adding that  his ‘Positive Status’ does not pose any harm to anyone.  “No one would willingly become HIV positive, it is contacted because of ignorance or indiscipline life we live in” he  said. He appealed the youth to lead a disciplined life, as they are at the risk because of ignorance and tendency to experiment on anything.

Tashor Pali, Dy. Director (IEC), who is leading the MMC team in various districts of Arunachal Pradesh said that the MMC this time aims at creating an enabling environment for people living with HIV so that they can come forward voluntarily to declare their HIV status   and thus contribute in the HIV control and prevention. In a meeting conducted in the Vivekandanda Public School, Daporijo, he also highlighted the various routes of HIV transmission and asked students not to discriminate or stigmatise people living HIV just because they carrying the virus.

Sushil Nalo, Chairman of VPS, Daporijo, said that education on HIV is very important at young age in order to prevent further spread of disease.

Dr. Geyi, DRCHO, Daporijo, who attended as resource person of the programme highlighted the importance of ‘iron’ for healthy growth of Children. Speaking on Adolescence Reproduction and Sexual Health, Dr Geyi stressed on the importance of  health awareness in order to keep ourselves healthy. Dr. Geyi also said the under “Solid Bano India Campaign” launched by the Govt. of India, every child between aged 10 to 19 shall be given one blue pill of folic acid once in a week to keep up the healthy growth of children. NRHM under convergence activities is supporting the APSACS MMC this time to promote its “Solid Bano India” Campaign, according to an official release.

 

 

Fire guts 5 houses in Pasighat

PASIGHAT, Feb 7: Five kutcha houses at Mirku (Diking), Pasighat were reduced to ashes in a massive fire that broke out at about 12.20 PM today.

The houses gutted in the fire belonged to Rabi Dorjee, Basu Chetry Ratna Bdr. Chetry, Babu Chetry and Durga Chetry who were residing in the land of one Ogam Moyong of Mirku village.

Sub-Fire Officer Pema Phuntso, on being received information of the incident, reportedly reached the spot immediately with fire brigade to douse the blaze. But it could not save anything.

East Siang DC R K Mishra instructed the DDMO Ganden Tsomu and Circle Officer JM Tayeng to take stoke of the situation and asses the extent of loss.

Expressing concern over frequent fire accident, Mishra asked all to take necessary precautions and be careful while handling fire to prevent such incident. He granted Rs 10,000 to all the fire victims as immediate relief from District Disaster Management fund. He informed that police investigation is on to ascertain the actual cause of the fire. NHPC donates blood testing kits and semi auto analyser to Anini District Hospital

ROING, Feb 07: The NHPC Ltd under its plan for Local Area Development (LAD) handed over a Semi Auto Analyser for complete blood tests along with reagents and complete accessories and diagnostic kits of Hepatitis B & C for use in the District Hospital, Anini on Wednesday.

A simple ceremony was held in the office of General Manager, Dibang Multipurpose Project (DMP) VK Rattan where the medical device was received by Dr Muchu Mihu, Medical Officer, Anini.

The occasion was attended by the executive members of All Idu Mishmi Students Union (AIMSU), including vice president Andasi Mega, general secretary Rezina Mihu and other NHPC officials.

Speaking during the handing over ceremony, Rattan detailed the various steps taken up by NHPC for benefit of the local residents under CSR and said the medical kit was donated considering the acute shortages of essential medical equipments in Anini.

He further said that with start of construction of Dibang project, more developmental activities will be undertaken. The Corporation plans to spend Rs 45 Crore under social development plan with Rs 30 lacs earmarked to be spent on up gradation of ITI  Roing.

Another Rs 53 Crores is to be spent for creating basic amenities in the resettlement colony and Rs 22.98 Crores on R&R benefits apart from Rs 213.69 Crores to be spent for land compensation, Rattan added.

Further, every year Rs 10-16 lacs will be spent for local area development, he said and called upon all concerned to join hands with NHPC and put their efforts to expedite early clearance of the project so that construction work gets started soon.

 

 

APPDSU opposes creation of Capital district

ITANAGAR, Feb 7: The All Papum Pare District Students’ Union (APPDSU) in its two recent meeting held in the last week of January and

1stweak of February decided to oppose the state cabinet decision for creation of new Pachin/Capital District and at the same time condemned the said cabinet decision which ‘has hurt sentiment of the indigenous people of the district’.

The union did not find any logic for creation of capital district by the state govt. “It is very shocking that to fulfill personal political desires in long run some state politician wants the bifurcation of Papum Pare district  which we the students community of the district will never comprise to such ill intention of the corrupt MLAs/Ministers of the state,” APPDSU stated in a release. Further they added, “Last year two cabinet decisions surprised people of state when the decision was passed for regularization of the encroach govt. land and slum area bill which the public of the state has failed to understand till that about what sort of benefits they are going to get in long run out of it. The cabinet decision to regularize the govt. land itself was in violation of the central and state Govts’ Public Premises Act while Slum Area bill is a mockery in a state like Arunachal Pradesh.”

The responsible elected representative of the state should not pass such decision in cabinet which the citizen themselves are not aware of merits & demerits of it. Infact, development which is forcefully implemented is not a development rather its consequences invite destruction of the healthy society, APPDSU continued.

The cabinet decision for the creation of Pachin/Capital district was taken without the public consent of Papum Pare district. With some hidden agenda and malafide intention the elected peoples’ representatives of the state has step forwarded to play divide and rule policy. Further APPDSU demanded the state govt. to immediately reconsider the recent cabinet decision taken for the creation of Pachin/Capital district and threatened to launch series of democratic movement if decision is not recalled within next 14 days.

 

 

Consultative meet opposes inclusion of Adi village in Lower Siang

RUKSIN, Feb 7: People from various organizations in East Siang district today assembled in a “consultative meeting” convened by Adi Student Union (AdiSU) at Depi village under Nari circle to discuss on “Boundary demarcation” of the proposed Lower Siang district.

The meeting chaired by AdiSU president Sokun Siboh was attended by the representatives of Adi Bane Kebang(ABK), Ramle Bango Adi People’s Forum (RBAPF) besides Gaon Burahs, PRI leaders and villagers of Ruksin and Nari circles, who have expressed their solidarity to oppose inclusion of five Adi villages, namely Depi, Depi-Moli, Detak, Sido and Korang (affected villages) of Nari Koyu constituency in the new district.

The speakers in the meeting have reiterated their demand to exclude the five Adi villages under Nari Koyu assembly constituency in the new district and asserted that forceful inclusion of these villages may invite terrible situation in the future. According to the villagers, they are availing all smooth services from East Siang administration and therefore are unwilling to go to other district.

Head Gaon Burah of Depi village Tapur Tali vowed that their villagers would never go to the new district under any circumstance. Another Gaon Burah of the village Onang Eko said the people have repeatedly placed their demand before the government which is still unheard. He criticized the role of their MLA Tako Dabii alleging his inaction to raise the people’s grievances before the state government.

The gaon burahs and PRI leaders of the affected villages, in their address alleged that the authority is going to include the Adi villages of Nari-Koyu without taking consent of the local people. Stating that the government is suppressing people’s sentiment, the leaders of the area have threatened to launch democratic movement like poll boycott in the forthcoming elections.

President of RBAPF Tamat Gamoh said that they are not opposing creation of Lower Siang district but are opposing inclusion of Adi villages of Nari-Koyu constituency. Traditional boundary of the Adis is extended upto Simen Korong in East Siang district. Therefore, fragmentation of Adi people would never be allowed, who are living together for centuries.

Addressing the villagers, the secretary of Pasighat unit of Adi Bane Kebang Tabung Ering lamented that the Kebang, in spite of repeated move and pleas to the High Power Committee (HPC) in support of their demand, it did not listen to our demand. He demanded the HPC to conduct hearing on creation of Lower Siang district at Depi village to avoid further complicacy.

In the meeting, public leader from Ruksin Tamat Saroh, Pasighat block ABK president Talu Dai, Ngorlung Head Gaon Burah Rende Panyang, Debing HGB Yon Yomso and executives of AdiSU and other student leaders have also spoke and expressed their solidarity over the ongoing movement against forceful inclusion of Adi villages in Lower Siang. The meeting unanimously adopted resolutions to constitute a “Coordination Committee” for taking up the matter with the state government. It also resolved to conduct rally at Pasighat and in Itanagar and to boycott poll in the next elections if their demand is unheard.

 

 

Arrest attackers on DNGCSU GS

ITANAGAR, Feb 7:  The Students’ Union of Dera Natung Govt College, (DNGCI) has urged the   authorities concerned to nab the attackers on DNGCSU general secretary before February 10 and  give exemplary punishment to the accused. It demanded the authorities to install CCTV camera at strategic point of college for safety and security. The Union further threatened to call 12 hours capital bandh if the authorities fail to nab the culprits within the given time.

Arunachal Pradesh College Teachers’ Association, Dera Natung Government College Itanagar unit condemned the physical assault on DNGC students union General Secretary on February five last.

The APCTA unit appealed to the administration to bring the culprits to book immediately and initiate stern actions against them.

The All Papum Pare District Students Union (APPDSU) also condemned the brutal attack on General Secretary, DNGC, Itanagar and at the same demands for immediate arrest of all culprit involve in it.

The Galo Students’ Union, DNGC unit Itanagar also condemned the attack on student leader.  The unit appealed to the concerned authority to take immediate action against the culprits involved in the attack.

While condemning the attack on DNGCSU GS the Kurung Kumey Collegians Co-ordination Committee (KKCCC) and All Palin Chambang Yangte, Gangte and Tarak-Langdi Students Union have urged the  police to nab the culprits at early as possible.

 

 

Govt. land encroachers evicted from Daporijo Airfield area

DAPORIJO, Feb 7: Upper Subansiri district administration with help of police conducted a drive to evict illegal land encroachers at Airfield area, near New Market Daporijo today.

Many houses and fencing erected illegally in government land by the encroachers have been evicted during the day-long drive and notice served to them not to repeat the same in future.

It was found that, most of the houses and fencing were erected in the Airfield by crossing the canal made for the movement of waste water which also serves as boundary of the Airfield.

Most of the dwellers were rearing pigs in the area by constructing pig shed. However, some pigs found wandering in the Airfield making the area dirty and unhygienic.

Meanwhile, Deputy Commissioner Tahang Taggu, Dy. Director. DUDA H. Welley and Magistrate Sode Potum inspected the daily bazaar under renovation and surveyed the area for upgrading the daily bazaar for comfortable movement of commuters and vendors. They also discussed regarding the construction of parking area in the daily bazaar and asked the vegetable vendors and other public to keep the area clean.

However, the DC inspected the bamboo selling area and asked the bamboo sellers to shift their bamboos from airfield to the notified location. Failing to comply with the order to shift within given period would lead to seizure of bamboos, the DC cautioned.

The drive will continue till the encroachments are removed from the area, the DC said and appealed to the denizens of the township to cooperate with the govt. in its endeavor to make Daporijo a planned, neat and clean town.

 

 

Centre clears road connectivity projects in Arunachal Pradesh

NEW DELHI, Feb 7: The ambitious rural road scheme received a boost today with the government clearing projects worth an estimated Rs 38,500 crore to connect left out habitations including those in 82 Naxal-affected districts and areas of Arunachal Pradesh bordering China.

The Union Cabinet, chaired by Prime Minister Manmohan Sigh, gave "in principle" approval for connecting all habitations with a population of 100 tribals and above in 82 Naxal-hit districts with all-weather roads under the Centre's flagship programme PMGSY.

In case of multi-connectivity at the block level, identified by the Union Home Ministry, it is not compulsory that tar-paved roads should be constructed in such areas where Maoists target metalled roads used by security forces.

"What we are saying now is you can have four roads, but one of them will be a blacktop road," Rural Development Minister Jairam Ramesh told reporters here.

He said the government has given "in principle" approval for covering unconnected habitations with population of 100 persons and above (as per the 2001 census) in the Left Wing Extremism-affected blocks (identified in consultations with the Home Ministry).

The approval has been given with a limited provision to complete missing links, "to form closed loops from through routes of the core network at an estimated cost of Rs 8,000 crore (at 2012-13 prices)," he said.

At present, the Pradhan Mantri Gram Sadak Yojana (PMGSY), envisages connecting all habitations with a population of 250 persons and above in tribal areas in Naxal-affected districts.

The Cabinet also gave nod to connect unconnected small villages with population below 250 in strategically important districts of Arunachal Pradesh bordering China with all- weather roads.

An amount of Rs 1200 crore is expected to be cost for providing new connectivity to the habitations in the border districts of Arunachal Pradesh, Ramesh said.

Out of the state's 17 districts, 10 districts are bordering China and Myanmar and the small habitations in these districts will be major beneficiaries. PTI

 

 

Youths are the future of tomorrow: Sonam

ITANAGAR, Feb 7: Arunachal Pradesh Building and Others Construction Workers’ Welfare Board (APB&OCWWB) Chairman Jalley Sonam has exhorted the youths to work hard for the greater interest of society.

“Hard work and discipline are very important to promote any organization”, Sonam said while speaking at the closing ceremony of the first ever inter-Panchayat youth convention on February 4 organized by All Nyapin, Sangram, Phassang Youth Welfare Association (ANSPYWA) at Nyapin.

 “Always help the poor and needy people because the blessings we get from them is very effective for us in future”, he said while adding that as human being we must think for the welfare of downtrodden and needy people.

Stressing the importance of games and sports, he said regular practice is very necessary to excel in any sports discipline. He distributed prizes among the participants of the sports competition.

The five-day long programme was marked with various kinds of games and sports and cultural events.

Developing countries need to focus on raising the growth potential of their economies, while strengthening buffers to deal with risks from the Euro Area and fiscal policy in the United States, says the World Bank in the newly-released Global Economic Prospects (GEP) report.

Last year developing countries recorded among their slowest economic growth rates of the past decade, partly because of the heightened Euro Area uncertainty in May and June of 2012. Since then, financial market conditions have improved dramatically. International capital flows to developing countries, which fell 30 percent in the second quarter of 2012, have recovered and bond spreads have declined to below their long-term average levels of around 282 basis points.

Developing-country stock markets are up 12.6 per cent since June, while equity markets in high-income countries are up by 10.7 per cent. However, the real-side of the economy has responded modestly. Output in developing countries has accelerated, but is being held back by weak investment and industrial activity in advanced economies.

Although fiscal sustainability in most developing countries is not an issue, government deficits and debt are much higher today than in 2007.

To assure resilience to downside risks, developing countries need to gradually rebuild depleted fiscal and monetary buffers, and improve social safety nets and food security, said the report.

Waiting for regularization of my service

Dear Editor,

Through your daily I would like to share my experience. I am one of the bonafide residents of Muri village under Puchi-Geko circle of Upper Subansiri District. On 1st January ‘1988, I joined as casual labour under the then Rural work departments which was bifurcated into 3 (three) department viz irrigation and flood control department, PHED and RWD. In the process, I was placed under I & FCD which was later again renamed as water resource department (WRD) as its present name.

Since, from the date of my appointment as casual labour, I have been serving the department with dedication and sincerity starting from un-skilled to skilled basis with a hope of getting better jobs avenues in due course of time, like regularization of service on WC (work charge) Majdoor on officiating and temporary basis and other benefits.

But, I am very sorry to inform you that due to lackadaisical attitude of WRD I am still in casual cadre and not getting any chance for regularization of my service though persons far juniors to me had already availed the benefit of regular service. Till date, I have spent 25 years of my valuable life for the cause of the department, with the hope of getting regular service one day. All the codal formalities had been maintained by me, like I had obtained the experience / character certificate from my employer i.e. Executive Engineer, WRD Daporijo Division and Assistant Engineer, Daporijo Sub-Division who had mentioned that my performance is outstanding. Besides this I had also obtained the identity card from the District Administration i.e Deputy Commissioner, Upper Subansiri District Daporijo which was made mandatory to restrict surplus engagement of casual labour in various Engineering Department. Recommendations from divisional level had been sent to the circle and state level on many occasion for regularization of the service and accordingly a file was put up for the process. It was mentioned that by seeing my seniority and performance report, case of regularization was to be made in next D.P.C. and forwarding letter of Executive Engineer WRD Daporijo Division of my name is always marked. However for the last 1 decade my file is always in process despite very good performance report. Many employees have been regularized since then but my case is yet to consider by department. As per RTI case No. APIC-334/2011 records reveal that many people were appointed on S.E. Daporijo circle level and Chief level. But from last 1 decade I am waiting for regularization of my service. But, it is a million dollar questions that whether the DPC was held by the department or not in the last 2 decade.

Further, I am to appraise that there was a cabinet decision regarding appointment of all casual employee as regular who had served continuously for more than 15 years in various departments. In this way I had attained the said service length 10 (ten) years back but still could not get any regular / officiating / Temporary appointment till date but person far junior to me were appointed as W/C (Work charge) officiating and Temporary and many other had been appointed directly as W.C (work charge) in violation of the cabinet note. Therefore, I am to inform the active leader of Labours Union, general public, Media personal, student leader and public leader with a hope that you will pursue the matter with the appropriate authority i.e S.E. Daporijo circle and C.E. Itanagar for my regularization, so that I may see that my service is regularized before my death.

What Happened to CM Talent Award?

Dear Editor,

This is in reference to the scholarship “CM Talent Award” announced by former Chief Minister Lt. Dorjee Khandu during his Chief Minister-ship for session 2010-11.

Orders were given to various secondary schools through the Director from Itanagar to reward the toppers of Class X Students of the respective secondary schools with Cash of Rs. 10,000/- (rupees ten thousand only) and a Laptop. The Cash has been given last year but the Laptop has not yet been provided.

My question to the concerned authorities is that why aren’t they providing any correspondence to the circle officers. It has been 2 (two) years since the scheme was passed. I hope that the noble start taken by former Chief Minister to encourage the students of Govt. Schools will not be wasted and the authorities will take the delayed issue seriously and reward the selected students with the assured award.
